Currently, I'm the only one who is involved in the planning. Therefore, I'm posting my thoughts and ideas to the project's blog:

In the trunk of the svn repository, there is always a working copy:

Currently, it is only a simple prototype, and not up-to-date, since I'm now just doing some refactoring. Some more up-to-date (but usually not runnable) versions can be found in the branches. For more information, have a look in the svn description of the project wiki.
If you want to participate: either use the forum, or subscribe to the mailling list and generate some traffic there.
